The word democracy means “a government by the people.” (http://dictionary.reference.com/browse/democracy). It is difficult to tell whether a government is a democracy, because sometimes there are people controlling other people. The whole point of a democracy is to keep everyone equal. When the United States used slaves, they were still considered a democracy. If the U.S. was a democracy why were the slaves “lower” than everyone else? In Athens, they had an Assembly, consisting of all males over the age of 18. When the Assembly made laws, everyone was required to follow them. This would seem to create a higher anarchy government, but this democracy worked pretty well. It gave citizens the ability to run for the Assembly and to voice their opinion.
